If you purchased it, check if you have this installed by looking for Helman Ghorst for the Vampire Counts or Volkmar the Grim for the Empire as legendary lord choices on the Mortal Empires faction select screen. You need to have that purchased and installed in order to get the regiments for the Vampire Counts. The Vampire Counts had their Regiments of Renown added to the game with the Grim and the Grave DLC. You need to purchase specific DLC in order to gain access to a certain race's regiments of renown. Next to it there should be a similar-looking button that brings up the panel to recruit the regiments of renown. When you have an army selected on the campaign map, there's a recruitment button at the bottom of the screen.
